How does it hold up to Phoenix heat and monsoon storms?

The strip mounts flush against the roof edge, and the cover is sealed against sun and rain. It is built for sustained heat, so it is not hanging where a monsoon gust can catch it.

Will it work on a tile roof or a low roof wall with little edge to mount to?

In most cases, yes. Tile roofs and low roof walls each need the fit checked on site, since every house is a little different.
